Following protracted discussions with the Management of the NMA the following Agreement for the Maintenance of the RAFBEA Memorial at the National Memorial Arboretum has been finalised.
It is agreed that upon receipt of a one off donation of Ten Thousand Pounds (£10,000) from the RAFBEA, the NMA will undertake a maintenance plan for the life* of the memorial. If after 20 years the memorial becomes orphaned (i.e. RAFBEA ceases to exist as an association, and/or the memorial is deemed no longer in the public interest (if shorter), the NMA reserves the right to review the existence and location of the memorial. Any decision to relocate or remove the memorial should be made by the Memorials Advisory committee or its equivalent body prevailing at the time and requires a majority vote. This decision will then need to be ratified by the trustee body corporate of the NMA prior to any action being taken. Should the memorial be removed any remaining funds will revert to the NMA general funds. **
*”Life” is defined as the shorter of:
The time the NMA is in existence, under its current or any other name.
20 years after the memorial becomes orphaned.
The memorial is orphaned but is deemed no longer in the public interest.
**Under the terms of the agreement poor financial health of the NMA is insufficient reason alone for the NMA to deem the memorial “not in the public interest”. I.e. the NMA cannot decide to remove the memorial just to obtain access to remaining funds.
Annual Maintenance Tasks
Twice yearly Thermatec (High Temperature/ Low pressure ) cleaning of the paving
Twice yearly Thermatec (High Temperature/ Low pressure ) cleaning of the memorial stone, benches and plinths
Hand weeding as required
Strimming around the perimeter through the growing season ( 36 weeks)
Leaf removal as required
Re – grouting the paving once every 5 years
Re –pointing the brick plinths once every 5 years (when the blue brick plinths are beyond their repairable life we can not guarantee that we would be in a position to replace them. We would of course ensure that if that situation arose we would look at a way of keeping the essence of the memorial without necessarily providing an exact replacement for this element.)
Top up slate as required
In addition the Association will be appointing a Trustee to look after the Association's interests after closure. Further details will follow but in the meantime Dudley Stringer will continue to act as the liaison between the Association and the NMA
